Where do I find my stream URL? This is my static image

If you haven't changed the default settings, your internal stream url would be:
http://192.168.1.20:8081/

Thanks.
My next question is how to I make my public URL work. This is my
http://76.27.37.190:8888/out.jpg link to a still image but it does not work for anyone outside of my home network.
