OK so why is this beta version ~3MB and the released version is ~13MB? Is this an upgrade where I have to install that version first and does this have all the features of that version plus motion detection?

This is because the new beta version doesn't contain the JRE (Java Runtime Environment). In other words the new version requires that you already have Java installed on your computer. This was not necessary before in the earlier versions.

However, the new installation file will tell you if you are missing the right Java version and where to download it. If you don't get any warnings about Java during the installation all should work fine.

Just to clarify: You don't need a previous version installed before you install this version.
